Cecil Norton Broy (Cecil5, Jacob A.4, William3, Jacob2, Mercer1) - Cecil was born October 9, 1890 in McLennan County, Texas and died in Reston, Virginia on February 19, 1977. She married a congressman from Mississippi named Thomas Sisson (9/22/1869-9/26/1923). She then married Charles Clinton Broy on April 9, 1925. Charles was a foreign service officer with the state department. He died in 1943 in Washington, D.C.
Cecil was a member of the National Council of the National Woman's Party and served as its political chairman for 25 years. She worked for many years for the passage of the Equal Rights Amendment. She taught in the Washington, D.C. schools prior to World War I and became a volunteer worker in community clubs at the Grover Cleveland School, an experimental community center. Cecil became a close friend of Margaret Woodrow Wilson the daughter of President Wilson. Margaret Wilson was also a volunteer at the community club which was named after her. Cecil was appointed organizing director of the community and civic centers by the board of education in 1916 and served for seven years.
When she was married to Charles Broy, they lived in London for seven years where Cecil was presented at the Court of St. James, and in Brussells, Belgium. Until her death, Cecil was one of two members of the legislative committee of Diplomatic and Consular Officers Retired and had represented widows of career Foreign Service officers at Senate hearings.
